Terms & Conditions of Carriage:

Governing Law: The contract is subject to local governing laws of New Zealand, and disputes will be settled in the relevant jurisdiction.

Liability of the Carrier: The Carrier’s liability for any loss, damage, or delay to goods shall be limited to the terms of the Carriages of Goods Act deemed as Limited Carrier’s Risk unless a higher value is declared and additional charges are paid. If your goods are worth more than $2000, please arrange your own insurance.

No Dangerous Goods are allowed. The Carrier reserves the right to refuse the shipment if deemed unsafe.

Delivery Schedule: The Carrier does not guarantee specific delivery times. Delays caused by external factors (e.g., weather, traffic) are not the responsibility of the Carrier.

Claims for Loss or Damage: Claims must be made within 7 days of delivery or expected delivery date in the event of non-delivery.

Payment Terms: Payment is due as per the agreed terms. Failure to pay may result in holding of the goods.

Force Majeure: The Carrier will not be liable for delays or losses due to uncontrollable events such as natural disasters or strikes etc

Bullet Express Services & Transport Limited is operated and administrated by PCS. Invoices may come from either Bullet Express Limited or Powder Coating Services Limited.

Bullet & Rocket Urgent Service

Terms & Conditions for Bullet (24 Hr) & Rocket (12Hr) Urgent Service

Cash Sales customer will be asked to pay the invoice in full either prior to or on pick up.

This service is conditional and availability is based on a job by job basis on request. The Bullet service will incur a $300+GST fee per colour, and the Rocket Service will incur a $500+GST fee per colour, this is an additional fee to standard powder coating charges as specified in our service guide.

24 Hour Service is based on the nearest hour the product have been dropped off to us, ie. If it is dropped off on Tuesday at 10.30am, it should be ready for pick up at 11am on Wednesday (the next day). Our operational days are Mon-Fri, the next day service for a Friday drop-off, will be a Monday pick-up. 

This services is also conditional to having correct drawings with measurements, Quantity, colour specified and powder availability, material needs to be raw/new, not rusty and do not require additional prep or service ie. No sanding, stripping, de-rusting, disassembly or assembly, masking etc.

A single Bullet or Rocket Fee allows for up to 12m2 of painted coverage or 60 Lineal metres (up to 125mm periphery) of straight lengths, jobs larger than this may incur a second Fee, ie. $600+GST or $1000+GST

This service does not include pick up or delivery. Once completed, the job must be picked up within 24-72 hours (3 days) from completion time, additional storage fee or delivery fee may be charged if the product is not picked up within 3 days. This is due to limited storage space on site.

Cash Sale Terms & Conditions

Cash Sales account payments are to be made prior or on Pick-up of your goods.

Payments can be made by, cash, internet banking or EFTPOS. 

PCS primarily service Trade customers, we often quote our pricing GST exclusive. Our standard Cash Sale pricing is Trade rates +20%. 

Your items will be pre-treated through a chemical process by submersion into chemicals relevant to the type of metal and size of your items will also determine the pre-treatment type, in order to achieve a durable superior finish.

Once powdercoated to the specified colour, your items will be put into a oven and heated up to 205 degrees celcius for a period of 10 to 50mins, depending on the material of your items. Any items attached to your product that cannot withstand such a process should be removed or the items should not be powdercoated.

Our staff would be happy to explain the process that your product will go through.

Magnesium may react to paint removal strippers and items containing that element should not be powder coated. Examples are some very expensive lightweight motorsport wheels and racing bicycles.

Silicon – If any items have a Silicon coating or treatment, it will not be suitable for powdercoating.

By leaving your items with us, you understand PCS is not liable for any damage caused to your items through the powdercoating process covered.

Powder Coating Services stand by our processes and the products we use. In the unlikely event that the customer’s powder coating job is agreed as substandard, then Powder Coating Services’ total maximum liability is only to the value of the powder coating cost only.

Powder Coating Services offer a one-stop-shop service including a stripping and sandblasting service with external sub-contractors, please note Powder Coating Services will not accept liability for any damage caused by the sub-contractor.

Costs and fees owed to the sub-contractor must still be paid by the customer – if the customer do not agree to this, we require the customer to handle all sub-contractor services required themselves.

Powder Coating Warranty: Terms & Conditions of Service

Warranty Procedures for PCS through Dulux NZ Ltd (Dulux) and Akzo Nobel Coatings Ltd (Interpon)

  1. Warranty Responsibility

Powder Coating Services (PCS) does not issue warranties directly for powder coating work.
All formal warranties are issued exclusively by the relevant powder manufacturer—Dulux NZ ltd (Dulux) or Akzo Nobel Coatings Ltd (Interpon)—and are subject to their individual pre-approval processes and final inspections.

PCS operates as an accredited, audited applicator and will:

  • Facilitate the submission of warranty documentation
  • Liaise with Dulux or Interpon on your behalf

However, PCS does not guarantee that a warranty will be approved or issued by the manufacturer.

  1. Mandatory Material Sample Requirement

For any job to be considered for a manufacturer-issued warranty, the following is mandatory:

  • Representative Material Sample – The sample must:
    • Come from the same batch and substrate as the project material
    • Be delivered at the same time as the rest of the job
    • Be clearly labelled for warranty testing

Dulux Warranty Jobs
PCS will coat the sample and send it directly to Dulux for laboratory testing as part of the initial warranty application.

Interpon Warranty Jobs
PCS will coat the sample and retain it securely onsite for future reference if a claim is made.
The sample will remain accessible and traceable for the duration of the warranty period.

Important: If no material sample is provided, the job will not be eligible for warranty claim.

  1. Warranty Pre-Approval Process

All jobs intended to be covered by a warranty must be pre-approved by the manufacturer before the coating process begins.

  • PCS will email the relevant manufacturer’s pre-approval form to the customer.
  • The customer must complete the form accurately and fully, including:
    • Job details
    • Material specifications
    • Project location
  • The completed form must be returned to PCS.
  • PCS will submit the final pre-approval package to Dulux or Interpon on behalf of the client.
  • Refer to our Pre-Approval Warranty Terms & Conditions as well.

No coating will commence until PCS has received both the completed form and the required material sample.

  1. PCS Liability Scope

If a warranty claim is approved by Dulux or Interpon, and recoating is authorised, PCS will:

  • Recoat the affected part(s) in-house at no cost to the customer.

PCS will not be responsible for:

  • Dismantling or site work
  • Transportation or freight to and from PCS
  • Replacement of components or products
  • Any indirect or consequential losses (e.g., project delays, additional labour costs)
  • Any powder coating not done by PCS originally, supporting document with drawings and details of original PO# reference may be required.
  • Re-painting work that is damaged after it has left our factory and prior to final installation, ie. Damage occurring through freight, installer, or while in storage prior to final installation.
  1. Exclusions from PCS Service Guarantee

PCS accepts no responsibility for coating failures resulting from:

  • Poor quality substrates, welds, or preparation not disclosed prior to coating
  • Damage caused by mishandling, impact, or abrasion after coating
  • Touch ups on-site including spray cans or Dabstick
  • Environmental exposure (e.g., chemicals, marine environments) without appropriate pre-treatment or appropriate primer or powder grade specified originally
  • Incomplete or inaccurate information supplied on the pre-approval form
  • Re-painted coating after the original powder coating had been done by PCS. Subsequent failure from coats of paint over the original powder coat by PCS are not covered.
  1. Claims Handling
  • All warranty claims must be lodged directly with Dulux or Interpon by the client.
  • PCS will assist by:
    • Supplying coating records and batch logs
    • Providing retained samples
    • Recoating authorised parts in-house
  1. Limitation of Liability

The sole remedy available under a manufacturer-approved warranty is in-house recoating by PCS.

PCS is not liable for:

  • Transport or removal costs
  • Reinstallation or associated labour for non-powder coating processes.
  • Replacement materials
  • Delays, lost income, or any consequential damages
  • Material Defects and Rework
  • PCS will not warrant any component requiring rework due to:
      • Weld bleed or poor prep
      • Vivid marker bleed through
      • Paint touch-ups on material
      • Deep scratches /gouges.
      • Incompatible substrates;
      • Contamination (oils, fillers, oxidation);
      • Site storage failures.
      • Material warping due to heat or manufacturing method
      • Packaging or residues left by packaging material or adhesive.
      • Re-coating due to base material faults is outside warranty scope and will be charged separately.
  1. Acceptance of Terms

By engaging PCS, the client acknowledges and agrees that:

  • PCS is not the warranty issuer
  • All warranty pre-approval requirements must be completed before the start of the coating process
  • In-house recoating is the only remedy available under warranty
  • All other costs are the responsibility of the client
  • Associated warranty administration fee applies and must be paid prior to issue of final warranty documentation.

Project Warranty Pre-Approval Terms & Conditions

  1. Scope & Purpose

These terms govern all warranty pre-approval services provided by Powder Coating Services (PCS) in relation to powder coating projects where warranty coverage under Dulux NZ Limited (Dulux) or Akzo Nobel Coatings Limited (Interpon) is sought.

  • Accredited Applicator Status: PCS is a certified applicator of Alumi Shield™ and Steel Shield™ warranty systems under Dulux. This accreditation is subject to strict ongoing compliance, and PCS is obligated to maintain these standards throughout any project in which warranty is sought.
  • Submission Service Only: PCS acts solely as an administrative facilitator for warranty submissions. PCS is not the warrantor, nor does it guarantee approval or acceptance of any warranty by Dulux or Interpon.
  • No Warranty Representation: PCS provides no legal or commercial representation on behalf of Dulux or Interpon and cannot alter or interpret warranty scope or technical decisions made by Dulux or Interpon.
  1. Warranty Administration Fee

A mandatory Project Warranty Administration Fee is charged as follows:

  • Amount: NZD $350 +GST per colour, per project;
  • Inclusions:
    • Liaison with Dulux or Interpon on behalf of the customer;
    • Internal processing and verification of supplied materials and substrate types;
    • Handling of documentation, sample tracking, and technical info;
    • Ongoing warranty sample testing management throughout the duration of the project;
    • Retention of warranty samples stored at PCS for the duration of the warranty period.

  • Conditions:
    • This fee is non-refundable;
    • A valid customer purchase order is required before submission;
    • The fee is due in full prior to submission and is not conditional on warranty approval.
  1. Non-Refundability, Cancellations, and Project Withdrawals

The admin fee will not be refunded under any of the following conditions:

  • The project is cancelled after pre-approval submission;
  • The warranty is declined by Dulux or Interpon (e.g. expired powder, incompatible substrate, environmental non-compliance);
  • The coating scope is reassigned to another powder coater;
  • Material delivery delays or construction hold-ups cause powder expiry.

No liability will be accepted by PCS for warranty failures resulting from customer- or site-related delays, prolonged timelines, or expired powders due to storage or contract management issues.

  1. Warranty Submission & Approval Process

PCS coordinates the warranty submission process with Dulux or Interpon. The customer is responsible for supplying the following documentation and supporting materials:

4.1 Required at Submission

  • A valid and detailed purchase order, referencing the project and requested warranty type;
  • Material samples of the actual substrate to be coated, provided concurrently with the main batch;
  • Panel numbers or ID tags marked clearly on the coated items for traceability;
  • Drawings (if available) for technical review;
  • Full site and exposure information (marine, industrial, sheltered, etc.);
  • The principal contractor’s name and project address;
  • Confirmation that Dulux or Interpon maintenance and care guide will be followed throughout the life of the coating;
  • Declaration of any re-used, damaged, or sandblasted substrates.

4.2 PCS Conditions for Approval

  • Only warranties for Dulux systems (Alumi Shield™, Steel Shield™) and Azko Nobel Coatings (Interpon) will be handled.
  • Warranty approval is not guaranteed by PCS.
  • Re-coat liability only: If a coating fails, the warranty (if accepted) covers re-coating only ( please refer to our Powder Coating Warranty T&Cs) . It does not cover:
    • Removal and reinstallation costs;
    • Scaffolding or access;
    • Freight or transport;
    • Sandblasting damage or corrosion caused by external contractors.
  1. Pre Warranty Documentation

At the Beginning of a warranty-covered project, the following steps apply:

  • An  invoice will be generated including:
    • Pre-approval Project Warranty admin fee;
    • MTO (Made To Order) powder fees (if applicable).
  • These must be supported by a valid purchase order and paid in full at the start of the warranty process.
  • Once confirmed, PCS will email:
    • The confirmation of approved status for Dulux Powders NZ or Interpon warranty;
    • At the completion of the project, official warranty documentation will be sent via email to the customer. 
    • The Dulux or Interpon Maintenance and Care Brochure, which must be passed on to the project manager or building owner.
  1. Warranty Failure Notification & Evidence Requirements

If a coating failure occurs during the warranty period: Refer to our Powder Coating Warranty T&Cs 

PCS will not be liable for Failures due to:

  • Poor site handling;
  • Incorrect installation;
  • Exposure beyond the certified class;
  • Damage caused by post-application works
    are not covered under warranty.
  1. Material Defects and Rework
  • PCS will not warrant any component requiring rework due to:
    • Weld bleed or poor prep;
    • Vivid marker bleed through
    • Paint touch-ups on material
    • Deep scratches /gouges.
    • Incompatible substrates;

    • Use of incompatible or expired powder.

PCS’s maximum liability in any case is limited to the cost of re-coating the affected part (if Interpon or Dulux accepts warranty responsibility).

  1. Legal Jurisdiction

These terms are governed by the laws of New Zealand. Any legal dispute or claim arising under this agreement will fall under the jurisdiction of the District Court of Lower Hutt, unless otherwise agreed in writing.

  1. Acceptance

By submitting a request for warranty pre-approval to PCS, the customer:

  • Acknowledges full understanding of these Terms and conditions above as well as our Powder Coating Warranty Terms & Conditions;
  • Agrees to all obligations, documentation, and limitations outlined;
  • Accepts PCS’s role as a facilitator only and agrees that final warranty responsibility lies with Dulux or Interpon 
  • Accepts associated warranty administration fee applies and must be paid prior to issue of final warranty documentation.

Clear Coat (or Sparkle Coat) Only Disclaimer:

  1. Disclaimer: A Clear (or Sparkle) Coat is not designed for direct application onto a raw balustrade, we accept no liability for any failures or changes to the material’s appearence or durability. Clear coats should be applied on top of a powdercoated surface not raw material.
  2. This disclaimer applies to Orders for a single clear only powder coating finish on mild steel or aluminium / other raw material components processed at PCS. While this coat will achieve a natural raw look of the material such as mild steel. The single clear powder coat on mild steel is only recommended for interior use and short-term service life. Clear coating over mild steel is for interior decorative use only.
  3. Mild steel is inherently prone to corrosion, and clear coating alone offers limited durability. Exterior use or high-corrosion environments are excluded unless a base coat + clear coat system is specified and agreed. Substrate condition (mill scale, weld spatter, rust) may affect finish appearance and durability. By accepting this disclaimer, the customer acknowledges these conditions.
  4. Exterior use is not recommended and not warranted unless adequate pretreatment and a base colour coat + clear top coat is specified and agreed in writing.

    Exterior use is not recommended. Clear coat as a main coat is not industry-approved for corrosion resistance. 

  5. Customers seeking a “steel-look” finish (raw look) or long-term durability should choose coloured powders (e.g. gunmetal, grey tones) or a base + clear system. 

  6. Even well-applied clear coats on mild steel will not provide the same corrosion resistance as multi-coat or aluminium systems.
  7. Substrate & Surface Preparation Requirements

    • Customers must provide mild-steel parts that are free from excessive mill scale, rust, grease, oil, and welding spatter.
    • The appearance of the final finish is significantly affected by substrate condition, especially mill scale.
    • Mild steel is inherently corrosion-prone; a single clear coat is acceptable only for interior use, and even then, with limitations.
    • Any existing rusting, pitting, or substrate damage must be disclosed and documented before coating.
    • Coating thickness, cure schedule, and pre-treatment follow PCS’s standard process. 
    • If No Pre-treatment is chosen by the customer: Without steel zinc phosphate /Aluminium chromate coating longevity is severely compromised and crazing may occur. PCS takes no reponsibility on powder adhesion and appearence of the final product.
    • Zinc phosphate darkens natural steel significantly.
      • Clear coat over mild steel without pre-treatment is achievable but not recommended due to expected crazing.Crazing and micro‑fractures will occur over time.
    • • Mill scale and surface marks will show through and create uneven appearance.• Declining zinc phosphate severely compromises longevity.
    • Zinc phosphate (or Tergophos) pre‑treatment is the minimum recommended requirement for all steel material to be powdercoated.
  8. Clear Coating Over Aluminium
    • Hexavalent chrome pre‑treatment produces a yellow/gold colour visible through clear coat.
    • PCS uses yellow/gold chromate conversion coating.
    • Chrome‑free pre‑treatment keeps aluminium closer to natural colour.
    • Clear coating alone is not recommended for durability on any substrate.
  9.  Customer Obligations
    • Declare intended interior-only use.
    • Approve substrate condition and darkening effect from pre‑treatment.
    • Accept increased corrosion risk when choosing a single clear coat.
    • Understand clear coat is decorative only and not protective.
  10. Warranty & Liability
    • PCS provides no long-term durability warranty for single clear coats on steel, aluminium or raw materials
    • Excludes corrosion, bubbling, crazing, colour change, pre-treatment visibility, or environmental exposure.
    • PCS is not liable for corrosion, substrate flaws, or natural darkening from pretreatment or lack of pretreatment.
  11. Order Acceptance
    • PCS will proceed only once the customer signs acknowledgement of conditions, risks, darkening effects, and warranty exclusions.
